The Economics of Green-on-Green Reinvestment
What the numbers say about dedicating cannabis revenue to environmental infrastructure.
State cannabis markets now generate billions in annual tax revenue across the legal states. The policy question Natural Reinvestment asks is not how much, but where — and the economics of dedication are more interesting than the totals.
Earmarked funds behave differently than general revenue. Dedicated streams survive budget cycles, attract matching federal infrastructure dollars, and — because the public can see the loop — poll better than almost any other use of cannabis taxes.
Environmental infrastructure is an unusually good match for a volatile revenue source. Grid, water, and reforestation projects are capital investments with decades-long payoffs; funding them from a growing sin tax converts a consumption stream into an asset base.
The counterargument — that legislatures should not tie their own hands — is real but answerable: dedication statutes can include review windows and emergency release valves. The point is the default, not the straitjacket.
