Legalize. Regulate. Reinvest.

Point one is legalization: end the criminal treatment of a plant that most of the country has already decided is not a crime.

Point two is regulation: testing standards, labeling, licensing that small operators can actually afford, and a tax structure designed to be collected rather than avoided.

Point three is reinvestment, and it is the part that usually gets dropped. The proposal directs cannabis tax revenue into sustainable infrastructure — grid, water, transit, and soil — rather than letting it disappear into the general fund.
