The dominant home-services platforms run on a lead-selling model: the homeowner's request is auctioned to several contractors, who pay for the privilege whether or not they win the job. The costs flow downhill into bids, and the incentive to upsell flows right behind them.

A vetted directory inverts the economics. Contractors are listed because their work earned a recommendation, not because they bought a slot. Their marketing budget is their reputation, which means the price of staying listed is simply doing good work.
